EOS-09, also designated RISAT-1B, is a C-band synthetic aperture radar satellite - the third in India's RISAT-1 series. Like its predecessors RISAT-1 and RISAT-1A, it was designed for all-weather, day-and-night Earth observation at resolutions up to one metre.

The third stage's chamber pressure dropped during its burn, causing the mission to fail. EOS-09 and all co-manifested spacecraft were lost; the rocket was presumed to have crashed in the Southern Indian Ocean around 75°E, 18°S. Orbital Paradigm's KID reentry capsule, also aboard, managed to separate and complete its mission.
