This launch put up Japan's first reconnaissance satellites, a paired optical and radar imager flown in response to North Korea's 1998 Taepodong overflight and meant to give Tokyo an independent source of intelligence imagery rather than relying on the United States. The program's bad luck began later the same year, when a second pair was lost to an H-IIA failure.
