South Korean intelligence services assessed that Russian technical assistance was a key factor in the mission's success, following Kim Jong Un's visit to the Vostochny Cosmodrome in September 2023. The launch was the third orbital attempt for the Chollima-1 vehicle, after failures in May and August 2023.
