Electron's first launch from US soil for the National Reconnaissance Office, the agency that builds and operates America's spy satellites. The NRO's four earlier missions on Electron had all flown from Mahia, New Zealand.

It was the fifth and final launch bought under the NRO's Rapid Acquisition of a Small Rocket (RASR) contract, a deal for quick, low-cost rides on commercial small rockets.
