Launched into the same orbital plane as USA-326 (NROL-87), a classified American reconnaissance satellite that had reached orbit only six months earlier. A member of Russia's Nivelir / Napryazhenie / 14F150 inspector-satellite series, it adjusted its orbit after separation to conduct repeated passes within roughly 60-80 km of USA-326 at five-day intervals.
