Galaxy 37, also known as Galaxy 13R, replaced Galaxy 13 as the seventh satellite in Intelsat's FCC-mandated C-band spectrum-clearing programme. The spacecraft also carries a Ku-band payload under the Horizons-4 name, operated jointly with SKY Perfect JSAT as part of a 20-year Horizons partnership.

Intelsat had originally contracted Arianespace to launch Galaxy 37 on an Ariane 6 rocket before reassigning the mission to SpaceX. The satellite was the last in the Intelsat Galaxy fleet, completing the full C-band clearing refresh.
