O3b mPOWER 11-13

Falcon 9 delivered the last three satellites of SES's O3b mPOWER constellation, completing the medium-Earth-orbit broadband system at 13 spacecraft. SES had planned 11; the two extra satellites were added after an electrical fault in the first satellites launched cut both their capacity and their expected operating life.
