HY-2E is the first of three planned replacement satellites for the Haiyang-2 constellation - HY-2F and HY-2G are to follow before 2027 - continuing the program's measurements of marine wind vectors, wave heights, sea surface temperature, and sea surface height alongside the orbiting HY-2C and HY-2D. Built by CAST for China's National Satellite Ocean Application Service, the satellite operates in a 973 km sun-synchronous orbit. France's DORIS instrument, a recurring contribution across the Haiyang-2 series, provides centimetre-accurate orbit determination.
